The cops didn't come over to "take the kids away" as you posted. They came over to uphold a court ruling that she return the kids at a certain time when she didn't. Now, whatever her reasons were at the time for not doing it, (remember if you will that she was still making the really pathetic wrong decision to let Sam control EVERYTHING)she wasn't hurting them and wanted more time with them.
