Lindsay Lohan clipped a stroller holding a baby while driving her high-powered Maserati, two eyewitnesses to the incident exclusively tell RadarOnline. The two onlookers identified the Mean Girls star in her West Hollywood neighborhood around 5pm Wednesday, when she accidentally hit the woman and child after failing to look both ways before turning.

"There was a woman pushing a kid in the stroller, maybe a two or three-year-old, crossing the street," witness Brayan Jaime told RadarOnline, in an exclusive interview. "Lindsay took the red light and hit the stroller. It wasn't super hard, but she made impact and hit them," Jaime said. "Lindsay pulled to the right, stopped for two seconds, and then just kept going."

RadarOnline has also obtained exclusive video taken just moments after the incident occurred in which Lohan's luxury Maserati can be seen speeding away. At the same time, the child can be heard crying in the stroller. The woman in the video is seen looking back at Lohan's car in disbelief as she continues to cross the street.

"I'm 100 per cent sure Lindsay was driving because I saw her with my own eyes," Jaime told RadarOnline.
"I asked the kid if she was okay and then asked the woman, but she was kind of shocked and didn't really know what to say and you could tell she was scared."

Jaime claims Lohan came out of the parking garage quickly, making only a brief pause at the red light instead of a full stop. A second witness at the scene told RadarOnline that the impact was minimal, so it's possible Lohan didn't realize it happened. Nonetheless, he insists contact was made.

"She was just driving like crazy once I started following her. She was trying to lose me, blowing stop signs and stuff," Jaime said, who followed Lohan after being stunned at what he saw.

"Lindsay was scared because she knew I saw what she did."

But the incident doesn't seem to have registered with Lohan, who was released from a court ordered rehab and jail sentence last month. When contacted for comment, she told RadarOnline, "I don't know what you're talking about."

Brayan Jaime tells TMZ he was at Lindsay's West Hollywood apartment yesterday -- working his very first day on the job as a freelance paparazzo with another dude. Jaime tells us he spotted Lindsay in her Maserati pulling out of her apartment building, then running a red light and making a left, right into the stroller. Jaime says it was "full impact ... It was a major hit."  Jaime tells us the bumper struck the nanny in the leg and hit the stroller "in the middle, knocking 3 of the 4 wheels in the air." Jaime says the baby was crying.  We asked Jaime about  the video his friend shot seconds after the alleged incident -- in which the nanny is strolling along, seemingly unaffected.  He said, "She was in shock and Hispanic so she was scared." No police report has been filed.  As for why Jaime didn't call the cops, he said, "I should have.  I'm not sure.  I didn't want to get involved." Instead, he and his friend sold the video.

Photographers are not supposed to become part of the stories they cover but he should file a police report.

The angry veteran, 84, also took aim at Paris Hilton, who was arrested in Las Vegas earlier last week and charged with cocaine possession.

He rages, "What they're (Hilton and Lohan) saying is, 'I'm f**ked up, can you please help me! I think they need a f**king spanking! And a reprimand...! They have the intelligence of a box of rocks. Lohan says that after watching his daughter Lindsay and others struggle, he realized it was his calling to open a 'spiritual retreat' and rehabilitation center for addiction sufferers.

Lindsay Lohan couldn't wait to get out of rehab, but her dad is angling to get in - to the business, that is. Michael Lohan says watching his estranged daughter do multiple stints in alcohol and drug rehabilitation programs inspired him to move to California and open a center of his own.

"After seeing what my daughter, myself and other people I know have been through, it has led me to realize this is my calling and purpose in life," he told UsMagazine. Lohan, who has battled his own issues with drug and alcohol abuse, says his venture will focus on "mind, body, and soul" and that any clients' medical needs will be treated "at an associated hospital."

"It is a spiritual retreat," he told the gossip site. And while Lohan has hinted at a celebrity backer, he says the center will have another major partner: God. "The basis of the rehab will be that there is a God; that good conquers evil; that the best way to live is to treat others like you want to be treated; and treat your body like a temple," he said. Lohan, who regularly sparked family feuds by speaking out about daughter Lindsay's struggles with addiction this summer, says he hopes to reunite with his relatives.

"All I want to [do] is open this place and see my family, Dina and my children are in a good place. When that day comes, I am done, I am finished," he told Us. Though Lindsay says her biggest challenge is overcoming "the trauma that my father has caused in my life," Michael has high hopes for helping others. "All of the things that have happened to me in my life have led to this," he said. "I know this is what God wants me to do first and foremost."
