I saw the TMZ live feed of the press conference with Sherrif Lee Baca and the Mayor of Malibu. That Licensing of Paps in Malibu is a great idea. Baca loves it. To get licensed. You get finger printed and a criminal check is performed. That will nail a large percentage of paps that have warrants, gang members or are here illegally. Larger fines for paps that break the law. All great things. Looks like WEHO will do the same thing. Every published photo encoded with track back to the pap that took it. So, if he/she/it broke the law to get it or caused an accident. That pap gets fined or jail time. I LOVE IT! Just treat them as commercial photographers with enhanced fines and jail time. You break the law and you lose your licence! Then your back to working at McDonalds.

Why should Matt comment? He is not involved in this. It is the Paps that instigated it by their presence and it is the surfers that reacted.
Everyone is welcomed to relax, swim, and/or surf at the beach but it is not a place of business. The paps are rude and intrusive when they try to practice their trade on the beach, totally disrupting the rest of the rest of the beach community. They are disrespectful of the celebrities and the public.

I was at this same beach with a few of my homies from east LA. A couple of the local surfers(dorks) walked by us and said something we couldn't understand. So we all got up and told these "surfers" to repeat what they said to our faces and they ran away like scared little girls!!! Me and my friends all laughed at them.
Malibu surfers act tough against out of shape photogs or kids but when they had their chance to prove themselves against a couple of us from East LA they ran away with their tails between their legs.
