Bush family never vacationed overseas for leisure. Bush only went overseas for business in business suit. So did his wife. There's tons of public appearance and they were in business clothes. Those were always very formal diplomatic trip.

Michele's trip is strictly for leisure. After the backlash started few days ago, white house staff figured she should at least take some pictures with the Spanish Royal Family so they can label it as a diplomatic trip. But 95% of her time was hanging out with her people, vacationing, not diplomatic public appearances or talk business.

So what Bush went back to Texas many times for vacation. It cost you little. Taxpayers didn't have to pay for private air force plane to a far away foreign country and all the entourages' hotel rooms. It's way cheaper going to Texas than Spain. Way cheaper. Bush's staff didn't even need hotel rooms. They lived in his ranch.
