How Many Laws Are Being Broken Here?!?

We spotted Miley and Justin biking to their favorite diner in Toluca Lake today, and of course, doting dad Billy Ray followed behind with the dogs.
As a parent, Billy Ray should know that it's against the law for anyone under 18 to ride a bike in California without a helmet. He should also know that 18 is the age of consent in The Golden State as well. Just sayin'!
Do you think the rules should be different for a teen star?

it amazes me that this completely average faced girl with her jacked up teeth and mouth full of spit when she talks, and with no talent what-so-ever, (can't act, can't sing, can't play decent music)is in the public arena. It SO is a big deal. Laws are there to protect people if they weren't needed then we'd have no need for jails too. DUH! NO ONE IS ABOVE THE LAW!
