Cellulite has nothing to do with being over weight, women are the primary victims of cellulite because they have higher levels of estrogen than men.
Fat is only dangerous when it's stored around the abdomen, so in her case (a pear-shape) she's not in immediate danger because of her weight.
her BMI is most likely that of a slightly over-weight person.
