1) yes , grammatically both slovakia and nigeria could imply that reference to residents of those countries could take the form of slovak and niger (although the term 'niger' in reference to a nigerian is actually incorrect)but the correct way would be niger-ian. In either case, neither reference connotates a negative stereotype of those people referred to. Both cases only denote residency within that geographic area.
2) In comparison, the 'n' word -nigger- , by connotation, is reference to the historical abuse of African Americans in the legacy of slavery. Even if the origins of the 'n' word correctly came from the word Nigeria by ruling colonialists; its incorrect grammatical usage represented a symbolic degradation of the people (who were slaves at the time) through the literal degrading of this incorrect pronounciation of the reference to a 'nigerian'.
