Phoebe Price is one of those people who just happens to be in the right place at the right time wearing the right ensemble. It's not as if she planned to go to one of the most pap-heavy restaurants in LA, The Ivy, wearing her 1988 sequined, one-shouldered electric blue prom dress, right?
Because that might mean she's a fame whore, and Phoebe Price is the classiest lady in Hollywood.

Didn't Paris wear a dress very similar to this one at those reality awards a few days ago. Whoever this woman is..she's copying Paris.
I don't know who she is, but people who go to the Ivy go to get seen. That restaurant is known as the "look at me restaurant".
Paris also had a one sleeve sequin dress, but hers was more like navy blue, with a regular shoulder (see x17 photo galleries) - same style, less spectacular - Phoebe always wants to stand out in a crowd, often wearing bright colors
